Discussing guidelines on lobbying and conflicts of interest
On the 6th of November 2025, a national meeting under the EU network against corruption took place in Estonia at the premises of the European Commission Representation in Tallinn.
As part of the EU network against corruption, the Commission hosts national meetings to provide an opportunity for EU Member States’ anti-corruption stakeholders to engage in dialogue and raise awareness on anti-corruption issues. The EU network against corruption, set up as part of the EU anti-corruption adopted on 3 May 2023, brings together national authorities, practitioners, civil society, international organisations, EU agencies and relevant services of the European Commission.
This meeting in Estonia focused on the strategic framework for anti-corruption and the implementation of the guidelines on lobbying and conflicts of interest.
The meeting started with a brief introduction by the Commission Representation in Estonia. This was followed by an introduction of the Estonian Chapter of the Rule of Law Report 2025 and key recommendations by a representative of the European Commission.
Some challenges, such as insufficient implementation of the guidelines on lobbying and insufficient coordination of anti-corruption contact points in Estonia were raised. After the discussion on challenges, solutions were brainstormed by the participants. This included ideas such as, increasing resources for coordination of anti-corruption contact points and providing for stronger rules for integrity matters, in particular in relation to revolving doors. The national meeting facilitated discussions in a collaborative and informal format in order to inspire for more follow-up discussions.
